Two rules shape almost every project in Botswana, and getting either wrong costs months.
Environmental authorisation comes first. Section 5(1) of the Environmental Assessment Act 2011 requires a licensing authority, before issuing any permit, licence, consent or approval for a prescribed activity, to ensure authorisation has already been issued. Your mining licence, your energy licence and your trade licence all sit behind it.
Ownership determines access. A set of trade categories is reserved for citizens, with a 51 percent joint venture the route in. Public procurement rewards citizen participation. And the largest subsidised funding facility requires 100 percent citizen ownership. A structure that satisfies one of those may close another, so it is a decision to take early and deliberately.
